Okay, so as it turns out, the whole shorting-my-phone-jack-to-get-rid-of-static worked about as well as resetting the modem. That is to say that it cleared up the problem for about half an hour :p

I now have a ticket open with maintenance. May they find something wrong and fix it easily.
