I'm guessing that you don't have the Japanese support installed in Windows. It's a pretty quick thing to do, though. Instructions are here. (You'll need your Windows CD, and you'll probably have to reboot for the changes to kick in).
(Alternatively you might be able to just install support in your browser, but I don't know how to do that :-/ )
I understand that it's a fairly common greeting (Basically, "Good evening. How are you?") And apparently they generally don't put spaces between their words (or maybe I just haven't yet figured out how to do that part ^_^)
